About EXPRO

About the Authority

The Government Expenditure and Project Efficiency Authority (EXPRO) aims to contribute to achieving expenditure efficiency in government entities, improving the quality of projects, assets, and facilities, as well as planning infrastructure, programs, initiatives, and operational processes funded by the Government’s budget. It also monitors entities’ implementation of programs and initiatives to achieve EXPRO’s objectives.

Enhancing efficiency in government expenditure and improving the quality of government projects from planning to operation by developing comprehensive policies and strategies, empowering public entities with sustainable solutions, and generating a positive impact that supports national targets.

Establishment

EXPRO was established by the Council of Ministers' resolution on February 23, 2021 (11 Rajab 1442 AH) under resolution No. (389), which entailed merging the National Program for Supporting Project Management, Operation and Maintenance in Public Entities (Mashroat) with the Center of Spending Efficiency and transforming the center into Government Expenditure and Projects Efficiency Authority (EXPRO).

Main Roles and Responsibilities

  • Developing policies, strategies, plans, programs, standards, and guidelines pertaining to EXPRO's mandate in coordination with relevant entities and ensuring their implementation after approval.
  • Proposing regulations related to EXPRO's mandate, amending existing ones, and submitting them for further regulatory procedures.
  • Studying expenditure details and operational and capital practices related to government entities in terms of planning and operations, as well as providing recommendations thereon, identifying opportunities to improve expenditure efficiency.
  • Studying the policies, plans, and strategies of government entities that impact expenditure and project quality and suggesting amendments.
  • Setting relevant indicators and measurement standards aligned with EXPRO's mandate and continuously developing them in close coordination with stakeholders.
  • Developing tools, methodologies, and techniques that support achieving EXPRO's objectives, while incorporating the best international practices and technical applications relevant to its mandate.
  • Coordinating with government entities to form internal teams to enhance expenditure efficiency and improve the quality of projects, operational programs, and government initiatives.
  • Preparing reports to measure and follow up on the commitment of government entities to the relevant recommendations, methodologies, mechanisms, and standards, and submitting them for action.
  • Reviewing the initiatives and programs of government entities to ensure their alignment with the objectives of expenditure efficiency, proposing the necessary changes to ensure the achievement of expenditure efficiency, raising the quality of projects in coordination with the concerned authorities, and submitting them for completion.
  • Studying the impact of government expenditure on projects, initiatives, and plans, as well as on public finances in the medium and long term, in coordination with the relevant government entities to ensure alignment with the objectives of financial sustainability, propose the necessary changes and recommendations and submit them for completion.
  • Determining the quality and level of academic and practical qualifications for those working in the fields of project management in government entities and verifying the existence of scientifically and practically qualified cadres.
  • Ensuring that the requirements of (stage gates) for projects are met before they are included in the budget and during all stages of each project and coordinating with the Local Content and Government Procurement Authority regarding local content requirements.
  • Developing standards and mechanisms for planning and managing projects in government entities and service contracts with continuous implementation, following up on their execution and defining the necessary budgets.
  • Holding meetings, seminars, conferences, and specialized training courses in areas related to EXPRO's mandate.
  • Utilizing experts, consultants, and specialized firms with distinguished competencies in accordance with EXPRO's approved regulations.
  • Conducting partnerships and cooperation agreements with the relevant government entities in accordance with regulatory procedures.
  • Preparing studies and research relevant to EXPRO's mandate.
  • Encouraging government entities to excel in areas related to EXPRO's mandate by proposing incentives and submitting them for approval to ensure necessary actions are taken.
  • Coordinating with government entities to request data, information, documents, and materials related to EXPRO's mandate, and holding meetings with those entities to acquire their feedback or obtain relevant information according to the procedures followed.
  • Cooperating with government entities in developing and adopting the necessary technical capabilities to achieve EXPRO's objectives, including utilizing databases available in government entities and creating links with them.
  • Developing requirements and targets for the efficiency of public expenditure and projects in coordination with the Local Content and Government Procurement Authority, and following up on the performance of these entities in their efforts to achieve these targets, in accordance with the relevant regulatory provisions.
